In many large cities in Ukraine, there are one-time financial support programs for military personnel. The amount of this assistance varies significantly across different locations, ranging from 10,000 UAH to 50,000 UAH.

The conditions for receiving this support also differ. For instance, in Odessa, only those registered in the city can access the funds. In Kyiv, there are no such restrictions; it is enough to reside in the capital.

Payments from local authorities primarily serve as additional assistance. Additionally, there is a one-time payment from the state budget that military personnel can receive after signing their first contract.

Which cities offer payments to mobilized individuals from local authorities

One-time payments for military personnel are available in many regional centers. Local authorities set the requirements for receiving these payments themselves. For example, the duration of residence in the city or the specific military unit affiliation may be factors.

Kyiv

In the capital, one-time financial assistance is provided to those who were mobilized or signed a contract after December 1, 2023. The main requirement is to be registered at the district territorial centers for recruitment and social support (TCK and SP) in Kyiv.

Until 2025, these citizens could receive 30,000 UAH, but now, following the decision of the Kyiv City Council, the payment amount has increased to 50,000 UAH. These funds are automatically credited to the soldier's salary account or the municipal "Kyiv resident card." If desired, the military personnel can have the funds disbursed to a trusted individual.

Lviv

The support program for military personnel has been active in Lviv since January 2024, but with certain restrictions. Individuals who have signed a contract of at least three years with the airborne assault troops and naval forces can receive a one-time payment of 50,000 UAH.

The military must be registered in the Lviv city territorial community. Internally displaced persons (IDPs) can qualify for the payment if they have been registered for a year and reside in Lviv.

Additionally, Lviv has a "Comprehensive Program of Social Support for Certain Categories of Citizens." Under this program, military personnel who signed contracts in 2019-2021 receive a one-time benefit of 25,000 UAH.

Ivano-Frankivsk

The support program is also in place in Ivano-Frankivsk. According to Mayor Ruslan Marcinkiv, mobilized individuals and contract soldiers receive assistance for equipment, but there is no verification of how the funds are spent.

Those on the front line receive 50,000 UAH, while other military personnel receive 20,000 UAH. If a soldier initially receives 20,000 UAH and later finds themselves on the front line, they can receive an additional 30,000 UAH.

Eligible recipients include defenders from the community and IDPs. The latter must be registered in the region by June 30, 2024. This restriction does not apply to military personnel from units that are registered and stationed in the Ivano-Frankivsk territorial community.

To receive the payment, one must contact the local CNAP and provide a certificate of military service. The certificate is valid for 30 days.

Odessa

In Odessa, the program for providing one-time assistance to military personnel started on January 1, 2024. Mobilized Ukrainians or military personnel who signed their first contract with the Armed Forces of Ukraine can receive 20,000 UAH. The main condition is that the military must be registered in Odessa. However, soldiers can enlist through the TCK or SP in another city.

Lutsk

The city provides one-time financial assistance to residents of Lutsk and nearby villages who have signed contracts for military service. The amount is 15,000 UAH. As part of a comprehensive support program for war veterans, the city budget for 2025 has allocated 2.5 million UAH for one-time payments. This assistance does not extend to mobilized individuals; it is only available to those who have signed contracts.

Rivne

In Rivne, one-time benefits are provided to military personnel who have sustained injuries or illnesses. The payment amounts are 20,000 UAH and 10,000 UAH, respectively. Those eligible must be registered in Rivne or the village of Kvasyliv. From 2022 to 2024, the local budget allocated over 27 million UAH for such financial assistance.

In December 2023, residents submitted a petition requesting 30,000 UAH for mobilized individuals. The authorities responded that this issue requires "clarification of data on the number of recipients and determination of further actions."

Uzhhorod

In October 2024, the executive committee of the Uzhhorod City Council approved a program for one-time financial assistance to military personnel who sign contracts in 2025-2027. The program has allocated 2 million UAH per year. Residents of Uzhhorod and IDPs who have signed contracts with airborne assault troops and naval forces will receive 50,000 UAH, while those with other units will receive 10,000 UAH.

Ternopil

In Ternopil, mobilized individuals and contract soldiers engaged in combat can receive a one-time payment of 10,000 UAH for equipment starting January 2024. During the program's operation, over 3,200 military personnel have received this assistance.

Additionally, the city council provides 15,000 UAH to military personnel undergoing treatment and rehabilitation. A mandatory requirement is registration in the local community. Applications must be submitted to the Ternopil City Council's Department of Appeals.

Chernivtsi

In Chernivtsi, local deputies attempted to introduce a material support program for military personnel in August 2023, but were unable to approve it. The program proposed payments of 20,000 UAH to military personnel involved in combat.

At the same time, local authorities introduced a one-time payment of 4,000 UAH to families of captured, missing, and deceased military personnel, in addition to state benefits and allowances. This assistance is intended for families with children under 18 years old (if they are studying in universities, then up to 23 years old) who have been registered in Chernivtsi for at least a year. The budget for this program in 2025 allocated 2 million UAH.

Chernihiv

Mobilized military personnel from Chernihiv can receive one-time assistance of 20,000 UAH. IDPs can also expect financial support if they have been registered for at least a year and live in Chernihiv. To obtain the payments, one must submit a corresponding application to the Social Policy Department of the Chernihiv City Council.

Poltava

In Poltava, starting January 2023, mobilized and demobilized individuals receive 10,000 UAH. Military personnel registered in the Poltava community and internally displaced persons registered in the local community can obtain these funds. Applications must be submitted to the social protection authorities.

Cherkasy

In Cherkasy, there is a program for one-time payments to families of deceased military personnel, who died due to injuries or illnesses sustained during service. Families of such defenders can receive 155,000 UAH.
