The Cabinet has approved the priority action plan for 2025.

The plan comprises tasks and activities that outline the specific steps to achieve the government's goals and priorities.

The Cabinet of Ministers of Ukraine has approved the government’s Priority Action Plan for 2025. This was announced by Prime Minister Denys Shmyhal.

"The government clearly emphasizes its priorities for 2025. We are approving the government’s Priority Action Plan, which includes nearly 400 steps across the responsibilities of all ministries and agencies," Shmyhal stated during a government meeting on Tuesday.

According to him, among the points of the plan are commitments to partners under the Ukraine Facility program, cooperation with the IMF, and within the framework of the European integration track.

"Responsible parties have been identified, deadlines marked, and clear indicators approved to evaluate the results," he emphasized.

As reported by Taras Melnychuk, a representative of the Cabinet in the Verkhovna Rada, the plan consists of tasks and activities that specify the pathways to achieve the government’s goals and priorities and relate to:

  • tasks aimed at addressing socially significant issues caused by the armed aggression of the Russian Federation against Ukraine, which are necessary for the restoration of Ukraine during the state of martial law and in the post-war period;
  • the necessity of fulfilling Ukraine’s international legal obligations requiring government decisions, particularly in the area of European integration, taking into account the Report on Ukraine’s progress within the 2024 EU Enlargement Package, and screening reports from bilateral meetings between Ukraine and the EU in the negotiation process regarding Ukraine's EU membership, as well as in cooperation with the International Monetary Fund;
  • the implementation of planned tasks (steps) of the Ukraine Plan (an initiative of the European Union "Ukraine Facility");
  • the legislative work plan of the Verkhovna Rada for 2025;
  • the necessity of approaching membership in the Organization for Economic Cooperation and Development (OECD), particularly joining legal instruments and bodies of the OECD;
  • achieving the Sustainable Development Goals.
