The Council Committee has recommended the approval of the 2025 budget in its first reading.

The recommendations include significant changes and new funding priorities.

The Budget Committee has recommended that the Verkhovna Rada of Ukraine adopt the draft State Budget for 2025 in its first reading, as well as the draft Budget Conclusions.

The recommendations include significant changes and new funding priorities, including:

  • Redistribution of the Road Fund — allocate the entire 43.2 billion UAH from the Road Fund for urgent national security and defense needs, and also set aside at least 2 billion UAH for humanitarian demining.
  • Prosecutors' Salaries — increase salaries for prosecutors by 37%.
  • Financial Autonomy for Medical Institutions — proposed to stop transferring hospital bank accounts to the Treasury.

  • New Payment System for the Verkhovna Rada Apparatus — starting April 1, 2025, a transition to a grading system for salaries is proposed.

  • "Chernobyl Pension" — reduce payments, providing them only to those who actually lived in the exclusion zone from 1986 to 1993. This change is expected to save about 15 billion UAH.

  • Review of Judges' Bonuses — discuss the feasibility of awarding bonuses to local court judges in 2025 and adjust expenses accordingly.

  • Funding for New Passenger Cars — consider allocating 4.8 billion UAH for the purchase of new train cars.

  • Financial Support for Hromadas — it is proposed to direct 4% of personal income tax (PIT) to the budgets of united territorial communities (UTC) and simultaneously discontinue subsidies from the state budget to regional budgets for compensation of utility tariffs.

  • Reverse Payments from Local Budgets — analyze the necessity of transferring reverse payments from local self-government bodies (LSG) to the state budget, which would allow for 12.9 billion UAH to remain locally.

These proposals reflect a commitment to enhance support for the security sector, optimize budget expenditures, support local budgets, and rationalize social assistance.
