The Ministry of Community and Territorial Development has confirmed that the "Shlyakh" system is no longer in effect for drivers transporting humanitarian cargo. The Cabinet of Ministers has instructed the development of an alternative mechanism, but this task has been handed over to another agency, as reported on the Ministry of Development's website.
The Ministry of Social Policy clarified that it is their department responsible for shaping and implementing policies in the field of humanitarian assistance.
"By the government's instruction, the Ministry of Social Policy, in collaboration with the Ministry of Defense, will consider the issue of allowing conscripted men to travel abroad for the transportation of humanitarian cargo," the ministry stated.
According to resolution No. 213 dated February 25, drivers transporting medical and humanitarian cargo can now cross the border only under general conditions.
