The agreement on minerals with the United States of America (USA) establishes the fundamental conditions for concluding a future agreement to create an investment fund aimed at the development and recovery of Ukraine. This was announced by Prime Minister Denys Shmyhal during the question hour for the government.
According to Shmyhal, after the agreement is signed:
The next steps will be regulated by the Law of Ukraine on international treaties.
As the Prime Minister explained, the agreement will have the status of an international treaty. It will be approved by the government and ratified by the Verkhovna Rada. All aspects of the fund's operation will be described in detail.
The investment fund, according to Shmyhal, will be managed by the governments of Ukraine and the USA. Ukraine will contribute to the fund from a portion of the rent, licenses, and payments for minerals. However, the minerals and property of Ukraine will not be transferred to the USA and will not be considered contributions to the fund.
Revenues generated from the use of natural resources will partially go towards replenishing the fund.
