In 2025, the European Union has allocated budget support for Ukraine amounting to €30.6 billion. Of this, €18.1 billion will be provided under the G7 ERA initiative, funded by revenues from frozen Russian assets, while €12.5 billion will come through the Ukraine Facility instrument. This information was reported by the Ministry of Finance of Ukraine.
The funds raised will be directed towards financing the needs of the state budget for the years 2025–2026.
Ukrainian Finance Minister Serhiy Marchenko, speaking at the EU Council meeting on Economic and Financial Affairs (ECOFIN) in Brussels, emphasized that the EU has been the largest donor of direct budget assistance to Ukraine since February 2022. During this period, the country has received €45 billion to fund priority state budget expenditures.
“In 2024, EU budget assistance accounted for over 40% of all external inflows — €16.1 billion. Importantly, of this amount, €3 billion was provided in the form of grants, while the remainder was in the form of concessional loans. The European Union continues to provide systematic support to Ukraine, including military and humanitarian aid, as well as implementing strict sanctions against Russia,” Marchenko noted.
