The Russian authorities are keen on strengthening air defense to protect defense industry facilities, particularly due to the deteriorating state of the Russian economy. This is stated in an analytical report by the American Institute for the Study of War (ISW), as reported by UNN.

It is noted that the Kremlin is taking measures to safeguard industrial sites in the border regions of Russia from Ukrainian strikes.
The Chairman of the Security Council of Russia, Dmitry Medvedev, met on January 23 with a group of representatives from the military-industrial commission of the Bryansk region to discuss increasing the production of Russian air defense systems and protecting industrial and state warehouses in the area.
Medvedev also visited the Bryansk Chemical Plant to "assess the situation," as the plant continues to fulfill the Russian state defense order following previous Ukrainian strikes against it.
Analysts add that Ukrainian strikes in Russian rear areas have primarily targeted the defense industry base and other facilities supporting Russia's military efforts, including the Bryansk Chemical Plant.
Key findings from ISW as of January 23:
- Reports indicate that Russia plans to transfer additional North Korean forces, missiles, artillery systems, and multiple launch rocket systems (MLRS) to the Kursk region to support Russian long-range fire operations.
- The Kremlin appears increasingly concerned about the awareness of economic instability in Russia.
- Recently, Russian troops executed at least six unarmed Ukrainian prisoners of war in the Donetsk region.
- Russian forces have recently advanced in the Kursk region and near Toretsk and Pokrovsk.
- Reports suggest that the Kremlin is taking measures to protect industrial facilities in the border regions of Russia from Ukrainian strikes.

In Ryazan, fires were reported at an oil refinery and a thermal power plant as a result of a drone attack. The governor confirmed the airstrike, and the Russian Ministry of Defense stated that 49 drones were destroyed across several regions.
