The Ukrainian command observes the negative impact of violations by territorial recruitment centers (TRC), particularly the "busification," on the mobilization process. A representative of the command personally joined a joint meeting of the parliamentary committees on national security and law enforcement, where he made relevant proposals. Media outlet Telegraf reported on the development of a draft law regarding criminal liability for violations during the mobilization process.
The media cited comments from two members of parliament who are part of the initiative group for bill No. 12442 aimed at strengthening the responsibility of TRCs and military medical commissions (MMC). These include "Servants of the People" Maksym Buzhanskyi and Heorhii Mazurashu. Notably, Heorhii Mazurashu mentioned that the Chief of the General Staff of the Armed Forces of Ukraine, Anatolii Barhylevych, participated in the joint meeting. According to him, Barhylevych proposed "introducing criminal liability for violations of legislation committed by TRC leaders and SP, as well as by chairpersons and members of the MMC." The politician explained that there is a common understanding of the impact of TRC violations on the mobilization process, which adversely affects all citizens.
"Busification" and other abuses under the guise of mobilization work have a very negative impact on the situation in the country," he stated.
In a conversation with journalists, the politician said that he had spoken with soldiers of the Armed Forces of Ukraine: they reported on reinforcements that arrive after "busification." Some of them begin to constantly complain about their health, resulting in ongoing medical commissions, and the soldier, as such, is absent. Others refuse to perform combat tasks or leave their units without authorization (going to SOC). Such individuals end up in the army because recruiters "push them in for numbers." This indicates that the TRCs are not fulfilling their functions and are thereby harming the country. Mazurashu referred to such a situation as a "disgraceful system."
"People continue to conduct mobilization in this manner, even understanding that it predominantly yields negative results. Therefore, I conclude that perhaps those who influence these decisions simply want to reduce our country's ability to resist the enemy," said the MP.
Meanwhile, Maksym Buzhanskyi clarified in a comment to journalists that both citizens and recruiters should be held accountable for violating the law. From this standpoint, they submitted the draft law aimed at eliminating "illegal mobilization."
