The National Bank's press service reported this in response to a request from EP.
"In accordance with the Law of Ukraine 'On Banks and Banking Activities,' the acquisition of significant participation in a bank by a legal entity or an individual requires adherence to the licensing procedures established by the National Bank."
"In particular, it is necessary to inform this bank and the NBU of such intentions while simultaneously submitting a complete set of documents as defined by the Law 'On Banks' and the regulatory acts of the NBU for the approval of the acquisition of significant participation," the National Bank noted.
At the same time, they reported that the transfer of shares of PINbank from the State Property Fund to the Ministry of Community and Territorial Development did not require permission or separate approval from the regulator.
Additionally, the National Bank emphasized that any increase in the state's share in the banking sector would require approval from the regulator.
The National Bank also reminded that in September 2024, they initiated the creation of a new type of financial institution - banks for financial inclusion (BFI). Such institutions could be large retail chains or postal operators; however, they would need to obtain a special limited banking license.
The draft law on the introduction of banks for financial inclusion did not garner enough votes in parliament; however, the NBU hopes that lawmakers will revisit this idea in the future.
It is worth noting that on January 28, the Cabinet of Ministers decided to transfer shares confiscated from sanctioned Russian oligarch Evgeny Giner of PINbank from the State Property Fund to the Ministry of Community and Territorial Development.
Commenting on this decision, Prime Minister of Ukraine Denys Shmyhal stated that the bank's shares would eventually be transferred to "Ukrposhta" to create a postal bank.
"Thus, we are creating a postal bank. 'Ukrposhta' has branches in every corner of the country, which will open new opportunities for Ukrainians who do not use digital tools," the head of the government said.
