The Dnipro CHPP has ordered the installation of cogeneration units from a little-known company without a tender process.

Dniprovskaya TPP has ordered the installation of cogeneration gas piston units from the Kharkiv company Monolit-Center without a tender. Previously, the firm had only one major contract, as reported by "Our Money." The units, with a total electrical capacity of 75.2 MW, are intended for the city of Kamianske in the Dnipropetrovsk region. They are meant to provide heat and electricity in case the main facilities of Dniprovskaya TPP cease operations. The cogeneration units were donated by international partners as part of their collaboration with Naftogaz of Ukraine. However, the design and installation were contracted to the lesser-known Kharkiv firm Monolit-Center for over 1.3 billion UAH. The procurement was conducted without using an electronic system. Dniprovskaya TPP cited the government's approved Special Provisions for Public Procurement, which allow for the purchase of design and repair services for cogeneration units without tenders in preparation for the 2024-2025 heating season. However, this current procurement is for the 2025-2026 season. Consequently, the costs of the work and building materials will only be disclosed 90 days after the state of martial law ends, regardless of when that occurs, according to "Our Money." The project justification does not specify the cost of building materials, but it is known that the unidentified additional equipment constitutes more than half of the contract price. The installation of the units is expected to be completed by September 2025. Monolit-Center is owned by Yevhen Musiyenko from Kramatorsk and managed by Ivan Litovchenko. Until 2015, the company was registered in Sloviansk, and its largest contract involved the renovation of a residential building in Irpin after the fighting, valued at 59 million UAH.
