Ukrainians employed in critical industries will be able to take advantage of new mobilization reservation rules starting December 1. The government plans to amend the criteria that define such enterprises. Two mandatory criteria related to taxes and salaries will be introduced. Deputy Minister of Economy Vitaliy Kindrativ informed Forbes Ukraine about the details of the upcoming changes to the reservation process.
Kindrativ explained that the primary change affecting Ukrainians will be the establishment of a "critical" status for enterprises. The Cabinet of Ministers will refine resolution №76 dated January 27, 2023. This resolution outlines the criteria for "critical importance" for the economy, the population's well-being, and the needs of the Armed Forces of Ukraine. The Deputy Head of the Ministry of Economy stated that three criteria will be introduced: two mandatory and one optional.

What is the optional criterion for "critical" status? The official responded that this criterion is chosen by the enterprise from a list provided in resolution №76 or in industry-specific criteria.
"The text is being finalized by the government and should be signed soon," the publication reported information received from the Deputy Minister.
Currently, there are no announcements on the government's portal regarding changes to the resolution.
The resolution of the Cabinet of Ministers mentioned by Kindrativ contains an existing set of criteria. There are eight criteria related to various aspects of enterprise activity: total amount of taxes paid, foreign currency inflows, affiliation with strategic sectors, importance to regional economies, residency in Diya City, and more. Additionally, it states that industry-specific criteria are determined at the level of military administrations and relevant state authorities.
