There are still 100,000 available: Ukrainian Rada discusses mobilization reserves and changes in booking (video).

There are over 100,000 military retirees in the rear who could potentially join the ranks of the Armed Forces of Ukraine, believes Irina Konstankevich, a member of the "For the Future" faction. Meanwhile, 40,000 Ukrainians from this group are already engaged in combat.

The defense forces are facing a shortage of personnel on the front lines, while over the past few months, more than a million citizens have been exempted from mobilization in the rear. To address these issues, the Cabinet of Ministers has adopted a new decree, while some regions in Ukraine are experiencing a lack of workers. Regarding where to find sources for mobilization reserves, MP from the "For the Future" faction and an independent candidate from the "Voice" party, Iryna Konstankevych, discussed this on the "News. Live" broadcast.

Konstankevych explained that there are three main issues with the mobilization process: a shortage of fighters in the Armed Forces of Ukraine (AFU), more than a million exempted individuals, and numerous violations related to obtaining deferments from mobilization. In response, the government has initiated changes to the rules for reserving citizens working in critical enterprises and has implemented protections through the electronic application "Dія." The MP could not specify the exact violations or their extent. However, she stated that, according to her information, in Volyn, men have disappeared, leaving no one to work.

"I am not privy to these schemes. On the other hand, I have information because I am in Volyn, and we actually have a significant shortage in enterprises. In other words, there are not many men; they are almost absent, particularly in critical infrastructure enterprises. Therefore, a proper analysis and review need to be conducted," the politician stated.

During the broadcast, Konstankevych also proposed ideas on how to overcome the mobilization deficit while maintaining peaceful lives for men in the rear. According to her, there is a reserve of people in Ukraine who can be sent to the army, including military reservists (military pensioners), employees of the State Emergency Service, police officers, and workers from other law enforcement agencies. The MP also reported that there are about 100,000 military pensioners of "eligible age" who can be drafted, with 40,000 already serving at the front.

"There are still resources available, and this issue can be addressed through rotation; this is one of the most realistic approaches. Those who are not yet of retirement age, meaning they are capable of holding weapons and are receiving only pensions from the state, number over 100,000," Konstankevych stated.

Details of the New Decree on Mobilization Exemptions

It is worth noting that on November 22, the Cabinet of Ministers published a decree regarding changes to the rules of mobilization exemptions for enterprises. According to the updated rules, new criteria for granting deferments have been established: the company must pay the exempted individual a salary of at least 20,000 UAH, and this salary should be the average for the enterprise. Additionally, the criteria for the critical importance of the company to the economy and region are expected to be reviewed.
