Some individuals may be "unregistered": the Ministry of Health clarified the Cabinet's decree.

All healthcare professionals employed in public and municipal health institutions, where this work is their primary occupation, may be subject to reserving. However, under certain conditions, this reservation can be revoked.

The Cabinet of Ministers of Ukraine has established the procedure for reserving military personnel during the mobilization period: 100% of employees in state and municipal medical institutions can be mobilized. However, the legislation stipulates that the needs of the Armed Forces of Ukraine and the defense sector for medical workers will be addressed through the mechanism of "de-reservation" of specific specialists who are needed among the military. This clarification was published on the Ministry of Health's website on February 1.

"The needs of the Armed Forces of Ukraine and the defense sector for medical personnel who may be mobilized from civilian medical institutions will be met through the de-reservation mechanism for specific medical workers who are currently in demand," the Ministry of Health explained.

This process will occur at the request of the Ministry of Defense and the Medical Forces Command. Subsequently, the heads of medical institutions will prepare a proposal for de-reservation using the tools available on the "Dія" portal.

After this, the reservation on the employee who was requested by the management is lifted, and he becomes subject to military service. Medical specialists will be mobilized into the ranks of the Armed Forces of Ukraine or other military formations according to their needs, where they will be assigned to medical military positions.

It should be noted that according to the Cabinet's resolution, the following medical institutions have the right to 100% reservation of their employees:

  • healthcare institutions of state ownership;
  • healthcare institutions of municipal ownership;
  • institutions engaged in forensic medical and forensic psychiatric examinations;
  • blood centers.

Previously, medical institutions classified as critically important by legislation could reserve only 50% of military personnel.
