Mobilization 2024: The Territorial Recruitment Center explains how they select individuals to receive summons by mail (video).

Ignoring summonses sent by "Ukrposhta" can result in administrative penalties. The military enlistment office has warned that such notices are received not only by those who have failed to update their information, but also by other violators.

Ukrainians have begun to receive summons via "Ukrposhta". Notifications are sent to addresses known to military registration offices, and penalties are in place for failing to appear. More details on the procedure were shared on October 21 during the broadcast of a telethon by Oleg Korotchenko, head of the administrative department of the district territorial center for recruitment in Kyiv.

Korotchenko clarified that the lists are not compiled by the territorial recruitment centers.

"Specific algorithms for including certain conscripts in notification lists are created at the initiative of the Ministry of Defense. In other words, they specifically select who will be notified using the 'Oberih' system," he explained.

According to him, military registration offices are already functioning at the direct execution level.

"Our responsibility is essentially to generate these summonses. We document or approve them with an electronic signature, and then they are sent to the recipient through a defined chain," the representative of the territorial recruitment center explained.

Who Receives Summons by Mail

Currently, summonses are being sent through "Ukrposhta" both to Ukrainians who have updated their military registration data and to those who have not appeared at the territorial recruitment center. Korotchenko noted that the territorial recruitment center must deliver the summons and ensure that the conscript appears for it.

"Upon arrival, each conscript is assessed regarding their fitness level, for example, they are sent for a military medical commission. If they have a deferral or grounds for a deferral, then another procedure is initiated in accordance with Cabinet Resolution No. 560. Next, an assessment of the professional and business qualities of each conscript is conducted to determine the best use of them in the Armed Forces of Ukraine, should they be subject to conscription," the representative of the territorial recruitment center explained.

Based on the results of these activities, teams are formed for dispatch, and some may sign contracts.

Received a Summons by Mail: What to Do

Korotchenko advised not to be afraid. He explained that the conscript should report to the territorial recruitment center where they are registered, bringing their documents.

The summons specifies the deadlines for reporting. According to the Cabinet's decision, there are 7 days for this. Valid reasons for failing to appear are also clearly defined by law. Otherwise, the conscript faces administrative responsibility.

Recall that the head of the mobilization and defense sector of the Sumy regional territorial recruitment center, Sergey Monukalo, explained how conscripts who ignored the summons sent by mail are punished.
