Men outnumber women by 1.5 times: The Ministry of Health has released disability statistics for 2023 (document).

In Ukraine, there are 20% more men with disabilities than women, according to the Ministry of Health. The agency is unable to determine which of the military personnel acquired this status due to their involvement in combat.

The Ministry of Health (MOH) cannot provide data on the number of Ukrainians with the status of people with disabilities as of October 2024. The information obtained by the agency from the medical and social commissions (MSEC) indicates that in 2023, the majority of individuals in this category were men. The Ministry of Health's response regarding MSEC activities was published on the NV media portal.

Journalists received a reply from the MOH, which was sent to military attorney Roman Likachev in response to an information request. It was revealed that the Ministry of Health collects data on individuals with disabilities through two types of statistical reports — No. 14 "Report on the Causes of Disability, Indications for Medical, Professional, and Social Rehabilitation for the Year" and No. 19 "Report on Children with Disabilities Under 18 Years Old for the Year." Data in these reports are gathered throughout the year and summarized as of December 31. Therefore, there is information from the reporting period from January 1 to December 31, 2023, and it is impossible to provide data for 2024, as it simply does not exist, as stated in the document.

The MOH's response indicates that the total number of people with disabilities at the beginning of 2023 was 2,721,691 individuals — which is 6.6% of the total population of Ukraine. Throughout 2023, this number increased by almost 10%, resulting in 230,685 new cases of such health conditions. Of these, 60% are men (138,105 individuals), and 40% are women (92,580 individuals).

The report also includes age distribution. The data from the Ministry of Health show that the number of people with disabilities aged 40 to 60 years (combined men and women) is twice that of young individuals.

On the second page of the MOH's response, there is information about the reasons for obtaining the status of people with disabilities. The reporting indicates that disability due to general illnesses (126,335 individuals) is two orders of magnitude higher than, for example, disabilities among military personnel (5,815) and other categories of citizens. Officials also explained that they cannot specify how many citizens obtained this status due to injuries sustained during combat, as such a category is not included in the reporting table.

On the website of the Verkhovna Rada, one can see the instructions for filling out the report in form No. 14. The report consists of eight tables that collect data on the results of initial examinations, the distribution of disability groups by illnesses, age groups, and gender, the number of re-examinations, and data on MSEC.

MSEC During the War — Details

It is noteworthy that in October, the State Bureau of Investigation reported the arrest of the head of the MSEC of Khmelnytskyi Region, Tatyana Krupa, at whose home 6 million dollars were found, the origin of which was unknown. The official was arrested with the right to post bail, while it is suspected that she may be involved in the issuance of fake disabilities to citizens who wanted to evade mobilization and paid bribes for this.

The editor-in-chief of "Censor.NET," Yuriy Butusov, meanwhile, published a list of 47 prosecutors from the Khmelnytskyi Regional Prosecutor's Office who received the status of people with disabilities of Group II precisely when Krupa was in charge of MSEC. President of Ukraine Volodymyr Zelensky convened a meeting of the National Security and Defense Council, where the organization of medical commissions' activities was discussed.
