MP Goncharenko challenged the accomplishments of Ukrnafta that were mentioned by the President.

Under the guise of "success," Ukrnafta is showcasing the actual performance of two companies (Ukrnafta and Ukrtatnafta) under the management of Koretsky, who is cannibalizing one company to benefit the other, ultimately leading the former to bankruptcy.
Нардеп Гончаренко опроверг заявления Президента о достижениях Укрнафты.

MP Alexey Goncharenko, citing financial documents regarding the activities of Ukrnafta, stated that President Zelensky's claims about the tremendous success of the nationalized Ukrnafta under new state management actually resemble a massive embezzlement of funds by the new leadership of the enterprise, as reported by Telegraf.

According to the deputy, the results presented as achievements are a manipulation based on the redistribution of resources between Ukrnafta and Ukrtatnafta, both overseen by a single individual, Sergey Koretsky.

Goncharenko highlights that the increase in Ukrnafta's revenue in 2023 by over 100% (to 95.1 billion UAH) is accompanied by a decrease in Ukrtatnafta's income. While its net income in 2021 was 51 billion UAH, it significantly dropped in 2023, and according to the MP, this redistribution created the illusion of Ukrnafta's success.

Goncharenko notes that the income of Ukrnafta was significantly influenced by the sale of natural gas extracted during 2007-2013, which was obtained by Ukrnafta from Ukrtransgas in March 2022 following years of legal battles with Ukrtransgas and Naftogaz of Ukraine. He explained that the cost of this resource was around 600 million UAH, while sales at current prices brought the company over 10 billion UAH. The deputy questions whether this can be considered effective management when it involves utilizing outdated assets.

"Although, in reality, the profit could have been much higher if, for instance, Koretsky had decided to sell other Ukrnafta assets (wells, special permits, infrastructure facilities), but can this still be deemed a 'managerial' success? Let me remind you that the state expropriated shares of PJSC 'Ukrnafta' from more than 12,000 shareholders to provide the Ministry of Defense with petroleum products amidst the war with the Russian Federation. How does selling assets acquired by Ukrnafta during the 'pre-Koretsky' period align with this goal?" — Goncharenko questions.

The MP also pointed out the contract between Ukrnafta and Naftogaz of Ukraine, which provided the company with around 1.5 billion UAH in excess profits under "non-market conditions." At that time, Naftogaz, which owned the majority of Ukrnafta's shares, did not even file a lawsuit to revise the terms of the contract.

Regarding Koretsky's claims that Ukrnafta paid 78 billion UAH in taxes to the state budget over two years, the deputy notes that the audit confirmed significantly lower figures. In particular, in 2023, only 25.8 billion UAH was paid, excluding dividends. Goncharenko speculates that the report may have included results from previous years or even payments made on behalf of "Ukrtatnafta."

"Are we not witnessing a blatant 'cut' of assets for the PR purposes of a particular 'combinator' in power while blatantly robbing shareholders, to whom the state promised to return their shares after the war?!", — Goncharenko asks, emphasizing that under such conditions, any entrepreneur in our country would be capable of demonstrating miraculous 'success.'"
