Non-critical infrastructure: kindergartens in Kyiv will not be connected to a permanent power supply.

Gardens are not included in the list of critical infrastructure, which is why they cannot be connected to permanent power lines, according to the Kyiv City Council. Instead, they promise to purchase alternative sources of energy generation.

Residents of Kyiv proposed a petition on the Kyiv City Council's website to connect kindergartens to constant power lines to ensure they have electricity during outages. However, since kindergartens are not included in the list of critical infrastructure, it is impossible to provide them with priority electricity supply, the administration responded.

The authors of petition No. 13205 suggested supplying Kyiv's kindergartens with electricity during outages. They noted that kindergartens consume very little electricity and lack alternative sources, making it feasible to connect them to constant power lines as critical infrastructure.

The city administration stated that there is an established list of critically important facilities that receive priority electricity supply. Educational institutions, including preschools, are not included in this list, which is why it is not possible to connect kindergartens to constant power lines.

Instead, they promised to provide kindergartens with alternative sources of electricity generation through the city budget and with the help of international partners.

It is worth noting that Stanislav Ignatiev, the chairman of the Ukrainian Renewable Energy Association, warned on November 18 that Kyiv and its suburbs face severe blackouts even without shelling. He mentioned that the schedules for outages will also be affected by worsening weather conditions.

Additionally, Alexander Kharchenko, director of the Energy Research Center, speculated on when the situation with electricity in Ukraine might improve. According to him, Kyiv could restore electricity supply within a few days, while Odesa might take up to a month.
