The President of Ukraine, Volodymyr Zelensky, commented on the decision to eliminate the system of medical and social expertise in Ukraine. In his Telegram, he stated that he signed the relevant decree following a meeting with representatives of the National Security and Defense Council (NSDC).
"It's not just about prosecutors," the head of state pointed out.
According to him, there are hundreds of cases of clearly unjustified disabilities among officials in customs, tax services, the Pension Fund system, and local administrations. It is necessary to thoroughly and promptly address these issues, and the medical and social expertise system must be abolished.
"However, for real and systemic changes, a complete digitalization of all stages of the disability determination process is required. Officials in the Ministry of Digital Transformation and the digital team of the Ministry of Defense are capable of implementing the necessary changes," the president declared.
He emphasized that the issue lies not only in officials obtaining disabilities through connections but also in the fact that individuals with legitimate disabilities—particularly those incurred during combat—often struggle to receive the appropriate status and fair compensation. Moreover, there is little time left to rectify the situation.
Zelensky asserted that personal accountability and personnel decisions regarding this situation in central government bodies—related to the oversight of the medical and social expertise system—are essential.
"The NSDC's decision now includes a complete audit of pensions and other payments to all officials who have 'arranged' disabilities for themselves," the president noted.
It should be noted that the Security Service of Ukraine (SBU) reported that as a result of inspections, 64 officials from the medical and social expertise system were suspected. Additionally, over 4,000 disability determinations have been revoked. Representatives of the medical and social expertise system were involved in 8 organized criminal groups across various regions of Ukraine. They have since ceased their activities.
