Poor planning and information leaks: The Ministry of Defense cited these reasons for Bezrukova's dismissal.

The Ministry of Defense has dismissed Bezrukov due to the failure to fulfill scheduled supplies for the front lines. This decision comes after remarks from the General Staff concerning poor procurement planning, communication issues, and leaks of classified information, which will be subject to separate investigation by law enforcement agencies.

The situation has been complicated by disagreements with the supervisory board of the AОZ and its chairman, Yuriy Dzhigir.

"When Marina Bezrukova was hired by the agency in January 2024, the contract with her was signed by the Ministry of Defense, which acted on its own behalf as the authorized governing body of the agency. The law stipulates that a contract can only be amended with the consent of both parties.

Consequently, extending the contract with Marina Bezrukova required the approval of the Ministry of Defense. Despite this, on January 23, 2025, the chairman of the supervisory board, Yuriy Dzhigir, signed an additional agreement without the necessary coordination with the Ministry of Defense. This exceeded his authority as defined by law and the company's charter," the ministry stated.

Due to the conflict with the supervisory board, the Ministry of Defense withdrew its representatives Yuriy Dzhigir and Taras Chmut from there, which rendered the board illegitimate (only two members remained out of five), and its powers were transferred to the ministry. This grants the Ministry of Defense the right to terminate Bezrukova's employment and appoint another leader.

The Ministry of Defense also contacted law enforcement for an investigation and legal assessment of the actions of the former agency leadership.

The supervisory board of the AОZ decided to extend Bezrukova's contract for one year, while the Ministry of Defense refused to approve this decision. Bezrukova was suspended for a service investigation, and a temporary acting head was appointed - Arsen Zhumadilov from the State Logistics Operator.

On January 31, the Ministry of Justice explained the statuses of the leaders of the GP "Defense Procurement Agency," which had been changing constantly over the past week: Bezrukova - director of the AОZ, but suspended, Zhumadilov - acting director.

Marina Bezrukova appealed to President Volodymyr Zelensky to intervene in the conflict situation surrounding the AОZ.

The contract between Marina Bezrukova and the Defense Procurement Agency expires on January 31 and will not be extended.
