In his view, this is indicated by both the decrease in the average payout per participant in the program and the rate of new producers joining it.
"Most likely, the 'growth potential' is gradually being exhausted (if it hasn't been already), and from now on, the total monthly sums will hover around the currently achieved levels, with payouts per person at about 100 UAH," - explained Hetmancev.
The January decline in the volume of accumulated funds within the state program was attributed by Hetmancev to a slowdown in the pace of purchases, as in December Ukrainians were buying not only food but also gifts for the holidays, while January was a typical working month.
He added that the average payout to a single program participant has not been mentioned for two months, although trends can still be observed.
"In November 2024, dividing 232 million UAH allocated as cashback among 2 million recipients gives an average payout of 116 UAH; in December 2024, 436 million UAH needs to be divided among 4.5 million program participants, and in January 2025 - 414 million UAH among more than 5 million," - the committee head shared.
Hetmancev reminded that the authors of the program aimed to pay out 3 billion UAH quarterly, meaning 12 billion UAH annually, which was intended to return to the economy and support domestic producers and service providers through consumer purchases of certain categories of goods.
However, the committee head is uncertain whether the nearly 1.3 billion UAH accumulated over five months, of which 388.4 million UAH has actually been paid out, will serve as a stimulus for the economy, as it has already had the opportunity to benefit certain categories of producers.
He also pointed out that the response from producers is telling - the pace of new participants and products joining the program has almost come to a standstill. In mid-November, 1586 producers (324 thousand products) were involved in the program, by the end of December 2024, this increased to 1665 producers (360 thousand products). As of early February, the number of program participants exceeds 1700 producers (365 thousand products).
