The Air Forces reported around 4:58 AM. warned about the launches of "Kalibr" missiles fired from submarines in the Black Sea. Following this, the Air Command's Telegram channel listed the cities targeted by the missiles: Odesa (Little Odesa), Mykolaiv, through Kherson, a group heading towards Kropyvnytskyi, then — Cherkasy, Uman, Balta, Shpola, Vinnytsia and Kyiv regions, towards Berdychiv, Zhytomyr, Khmelnytskyi, Krasyliv, Rivne, Lutsk, and Stryi. Simultaneously with the cruise missiles, there were reports of high-speed targets heading towards Kharkiv and Zaporizhzhia, as indicated by the Air Forces' message. Additionally, starting from 10 PM, there was a continued attack by "Shahed" kamikaze drones, which were maneuvering over Kyiv region. Around 7 AM, there was a report of the first X-101 missiles launched by Tu-95 aircraft: they entered through Chernihiv region.
1 2The air alert map showed that as of 7 AM on November 28, the entire territory of Ukraine was under "red" alert. In Kyiv, the warning was activated at 11 PM on November 27 and has been ongoing for the ninth consecutive hour.
3At 6:25 AM, the Kyiv City Military Administration confirmed the attack by Russians on the capital in their Telegram channel. The Russian Armed Forces struck with cruise missiles, warned the head of the KMVA, Serhiy Popko. Ten minutes later, the official confirmed information from NEC "Ukrenergo" about the implementation of emergency power outages. The Kyiv Regional State Administration, as well as Mayor Vitaliy Klitschko, have not yet reported on the consequences of the Russian strikes.
4The head of Lviv Regional State Administration, Maksym Kozytskyi, reported the threat of cruise missiles at 6 AM. Russian strike assets were approaching the Ternopil region. At 6:24 AM, the official reported the threat to the city of Stryi, where, according to energy workers, high-voltage substations and a gas storage facility are located. There are no further reports on the details of the Russian strike.
5The head of Volyn Regional State Administration, Ivan Rudnytskyi, stated that there were impacts in the region during the shelling on November 28. The official also warned that emergency power outages are being introduced and promised that details would be shared later.
