How many billions will the toll road system cost? The Finance Ministry provides the answer.

The system for toll roads in Ukraine, which will calculate the fee for their use, may cost around 7 billion hryvnias. This was reported by Deputy Finance Minister Alexander Kava in an interview with the agency "Interfax-Ukraine".

Two components of toll roads:

• Toll concession roads: These are roads built with investor funding, where the investor charges a fee for passage to recoup their investment.
• Truck tolling: A system that charges fees based on the mileage traveled by the truck. Implementing such a system requires the development of specialized infrastructure, which involves costs.

Cost of the system:

• The development of a toll collection system for state roads was estimated at around 7 billion UAH even before the war.

Technological solutions:

• One option is to use vignettes (special documents or stickers confirming payment), as is done in smaller countries like the Czech Republic, Hungary, Slovakia, and Romania.
• In Ukraine, given its size, the use of vignettes is impractical. Instead, more efficient systems are proposed, such as GPS devices or magnetic frames with RFID tags that will track vehicle movements.

How the system works:

• The system will monitor when a vehicle enters a toll road and then calculate the fee based on the distance traveled, allowing for precise calculation of the road usage cost for each vehicle.

The development and implementation of such a system will require significant investment in infrastructure, but it could represent an important step in modernizing Ukraine's road network and financial system.
