The Central Election Commission has filed a complaint with NABU regarding alleged criminal activities by Minister Umerov.

As explained by the Central Procurement Committee, Defense Minister Umerov declined to comply with the decision of the Oversight Council of the Defense Procurement Agency.

The Anti-Corruption Center has submitted a complaint to the NABU regarding the criminal actions of Ukraine's Minister of Defense, Rustem Umerov, under part 2 of Article 364 of the Criminal Code of Ukraine, "Abuse of power or official position." This was reported on the CPC's Facebook page.

As explained by the CPC, Minister Umerov refused to implement the decision of the Supervisory Board of the Defense Procurement Agency (DPA) to extend the contract with Director Marina Bezkrovna for an additional year. Furthermore, Umerov dismissed two members of the Supervisory Board who voted for this decision – Taras Chmut and Yuriy Dzhyhir.

"The establishment of the Supervisory Board is stipulated by the DPA Charter, meaning that the Ministry of Defense, as a governing body, lacks the authority to not extend the contract with the current head of the DPA. According to paragraph 7 of part 1 of Article 11–4 of the Law on the Management of State Property, such exclusive competence belongs to the Supervisory Board.

Additionally, Article 6 of the Law, which outlines the powers of authorized governing bodies, including the Ministry of Defense, does not grant the ministry the rights to usurp the exclusive powers of the Supervisory Board.

Thus, the minister's decision not to extend the contract with the head of the DPA was made with an abuse of the power and official position granted to him, intentionally, with the aim of gaining benefits and against the interests of the Ministry of Defense, and has led to severe consequences for Ukraine and its defense capabilities," the statement reads.
