Thousands of hryvnias in bonuses: which Ukrainians are eligible to receive two pensions simultaneously?

Certain categories of Ukrainians may be eligible to receive additional financial support while staying at home on maternity leave or pursuing their education. Additionally, in specific circumstances, it is possible to apply for a second pension.
Тысячи гривен в виде надбавок: кто из украинцев может одновременно получать две пенсии?

Ukrainians can receive up to 4,700 hryvnias in addition to their main income or pension. This was reported by the Department of Social Protection of the Population.

Individuals with disabilities from childhood and minors with disabilities are entitled to state social assistance. Additionally, a care allowance is assigned to them.

This allowance is offered to those who care for:

  • an individual with a childhood disability (Group I);
  • a single individual with a childhood disability (Groups II, III), who, according to the commission's conclusion, requires constant outside assistance;
  • children with disabilities.

The allowance is paid to:

  • single mothers and fathers raising a child with a disability under the age of 18 (regardless of employment, education, or military service);
  • one of the parents, adoptive parents, guardians, or caregivers of a child with a disability who are not employed, studying (except for part-time studies), in military service, or holding an elected office;
  • one of the parents, adoptive parents, guardians, or caregivers who are on maternity leave or leave due to pregnancy/childbirth without pay (if the child requires home care).

Amounts of care allowances:

  • for a person with a Group I disability subgroup A — 200% of the subsistence minimum for individuals who have lost their ability to work (4,722 hryvnias) + if the child is aged 6-18, a monthly supplement of 961.7 hryvnias;
  • for a person with a Group I disability subgroup B — 100% of the subsistence minimum (2,361 hryvnias);
  • for a single individual with a disability (Groups II, III) — 75% of the subsistence minimum (1,770.75 hryvnias);
  • for a child with a disability under 6 years old subgroup A — 200% of the subsistence minimum for children of the corresponding age (5,126 hryvnias);
  • for a child with a disability aged 6-18 subgroup A — 200% of the subsistence minimum for children (6,392 hryvnias);
  • for a child with a disability under 6 years old — 50% of the subsistence minimum for children (1,281.5 hryvnias);
  • for a child with a disability aged 6-18 — 50% of the subsistence minimum for children (1,598 hryvnias).

Additionally, as reported by the Pension Fund, a second pension is granted to non-working family members of the deceased breadwinner.

Non-working family members are considered to be:

  • a husband or wife, father or mother, if they are individuals with disabilities or have reached the age of 65;
  • minor or older children if they received disability status before the age of 18;
  • children who are studying (until the completion of their studies, but no longer than 23 years);
  • orphaned children (up to 23 years);
  • a husband or wife, father or mother, brother or sister, grandfather or grandmother, regardless of age or ability to work, who are engaged in caring for the child of the breadwinner (up to 8 years).

Children are granted a pension regardless of whether they were dependent on the breadwinner during their lifetime.

Amounts of such pensions:

  • for one non-working family member — 50% of the retirement pension;
  • for two or more non-working family members — 100% of the retirement pension.

If it concerns a serviceman who died as a result of injuries sustained in service, the amount is as follows:

  • 70% of his monetary support for one non-working family member;
  • 50% of monetary support for two or more non-working family members.

If the serviceman died due to an accident unrelated to service, the pension will be 30% of his monetary support.

It is worth noting that applications for financial assistance continue to be accepted in Ukraine. The maximum amount is over 10,000 hryvnias per person for three months.

This year, the Pension Fund may halt payments to some Ukrainians. This is known from the budget of Ukraine for 2025.
