This is evidenced by the court's decision dated November 12.
The court established that the Home of the First Thermal Power Plant was transferred to the charter fund of PJSC "Zaporizhzhiaoblenergo," but is actually in state ownership, despite the registration of private property rights for "Zaporizhzhiaoblenergo" in 2020.
Thus, the court believes that the historical monument has never been removed from state ownership, but was only transferred under the right of economic management to PJSC "Zaporizhzhiaoblenergo."
The state status of the Home of the First Thermal Power Plant has been maintained and continues to be upheld, despite its earlier exclusion from the list of objects not subject to privatization.
This case has previously been considered in courts multiple times.
"Zaporizhzhiaoblenergo" is owned by the state. According to data from youcontrol, a minority share of state enterprises belongs to Cypriot companies BIKONTIA ENTERPRISES, KERELIO COMMERCIAL, and LEX PERFECTA. According to an investigation by "Radio Liberty," they were owned by the Surkis brothers, "Privat" of Ihor Kolomoyskyi, and Viktor Medvedchuk. The Surkis family had actual control over the company through "Energoset." NABU detectives suspected that this company had siphoned off 346 million UAH from the regional energy company.

The Economic Court of Kharkiv Oblast obliged the joint-stock company "Ukrtelecom" of Akhmetov to return a civil protection facility (shelter) in Kharkiv Oblast to the State Property Fund of Ukraine.
