In Kharkiv, the MSEC has been dissolved: a deputy revealed the plans devised by the regional council (screenshot).

The Kharkiv Medical-Social Expert Commission has been merged with the regional clinical hospital, reported regional council deputy Galina Kuts. The politician is currently unable to predict the implications of this decision.

In the Kharkiv region, authorities have decided to dissolve the regional medical and social expert commission (MSEC). This decision was overwhelmingly supported by the majority of deputies during a session of the Kharkiv Regional Council. Deputy Galina Kuts from the "European Solidarity" faction wrote about the specifics of the MSEC decision on her Facebook page.

Kuts’ message regarding the Kharkiv Regional Council’s decision appeared online around 1 PM on November 28. The deputy stated that the council made the decision to liquidate the medical and social expert commissions as a healthcare communal institution. The dissolution occurred through the merger with the Kharkiv Regional Hospital, according to her note. The politician also mentioned that she cannot yet predict the consequences of such a decision.

"The MSEC in Kharkiv has been dissolved. We'll see what comes of it in the end," Kuts stated.

On Kuts’ page, there is also a screenshot from the live broadcast of the council session on a special closed portal. It can be seen that 85 deputies voted "for" the merger of the Healthcare Communal Institution "Regional Center for Medical and Social Assistance" with the hospital, while "against" or "abstained" — zero (the total number of deputies in the Kharkiv Regional Council is 120).

It should be noted that in October 2024, law enforcement detained the head of the Khmelnytsky MSEC, Tatyana Krupa, who was found to have $6 million at her home. The official was suspected of receiving illegal income and abusing her official position. Following this, journalists published a series of investigations concerning other MSEC heads and ordinary doctors, some of whom owned Tesla cars and 13 apartments. At a NSDC meeting, Ukrainian officials decided to dissolve the medical commissions, dismiss all managers, and that examinations would temporarily continue until January 2024.

Meanwhile, the Ministry of Health has released a draft law on the reorganization of MSEC into special expert commissions, which will consist of doctors from cluster medical institutions. The infographic presented by the Ministry indicates that all information about a person will be collected electronically, experts will assess the level of health loss, the need for treatment, and will deal with anonymized data.

Another direction of the reorganization of MSEC was reported by the Ministry of Social Policy. The ministry's plans, which are still at the project level, include the development of a new social assistance system that will consider the degree of health loss and the need for various social payments. Officials also assured that all conclusions regarding disability and social payments remain in effect, but they will review the state employees.
