The President of Ukraine, Volodymyr Zelensky, has signed a law that will abolish medical and social expert commissions (MSEC) starting January 1, 2025. In place of the MSEC, a system of expert commissions will be introduced in cluster and super-cluster hospitals, featuring a new approach to assessing patient conditions.

Main Changes:

  • Replacement of MSEC: The old MSEC system will be replaced by a new model, which, according to the law's authors, is expected to simplify and enhance the transparency of the disability determination process. Specifically, mechanisms for appealing decisions will be established.
  • Selective patient review: Commissions will selectively review cases, and neither the patient nor the commission will know which doctors will evaluate the case, aimed at preventing corruption within the system.
  • Legal accountability: Expert commissions operating in cluster medical institutions will bear legal responsibility for their actions, ensuring greater transparency and oversight.

  • Individual rehabilitation programs: The creation of individual rehabilitation programs will include plans for social services, as well as proposals for education and employment for people with disabilities.
  • Medical conclusions: A new procedure for forming medical conclusions regarding temporary incapacity for work will be introduced, which will be valid for the entire period of incapacity.

The law aims to modernize the disability determination system, improve rehabilitation, and combat corruption in this area.
