The protection of DniproHES has been entrusted to a company experienced in landfill reconstruction: details of the investigation.

Over 4 billion will be allocated for protective structures aimed at safeguarding the DniproHES from potential missile strikes by Russia, according to data from Prozorro. The construction of these defenses is expected to be completed by the end of 2026.

The results of a tender for the construction of protective structures near the Dnipro HPP, managed by the public joint-stock company "Ukrhydroenergo," have been published on the Prozorro electronic procurement system portal. The planned expenditure for this project exceeds 4 billion UAH. Notably, the winning company has as its most significant achievement the reconstruction of a landfill with a budget of 300 million UAH. Details about the winning company in the electronic auctions were reported by the investigators from the "Our Money" project.

The investigators analyzed the latest tenders announced on Prozorro and identified the most expensive one. The competition was announced by "Ukrhydroenergo," seeking a firm to protect the Dnipro HPP from Russian attacks. The contract amount is 4.36 billion UAH, with work expected to last until December 30, 2026. The tender winner is LLC "Construction Company 'Adamant'," which raised some concerns among the investigators regarding the firm's level of experience.

"This did not prevent 'Ukrhydroenergo' from awarding a billion-dollar contract to 'Adamant' without open bidding and with a budget that is not publicly available," the article states.

The article discusses the previous projects completed by the firm. According to the investigators, the most significant project executed by "Adamant" was the repair of a landfill near Kyiv, for which the client paid 326 million UAH six years ago. There were also other smaller projects, including the repair of tram lines, bridge construction, and landslide prevention structures. It is noteworthy that a substantial portion of these works remains unfinished, raising the question of whether it is appropriate to award 4 billion UAH to such a contractor. Additionally, data was provided on the total amount of money spent by "Ukrhydroenergo" on recovery from Russian strikes during 2022-24, which amounts to 19.83 billion UAH. Thus, the contract with "Adamant" represents one-fifth of the funds allocated for all repairs during three years of war.

Russian Attack on the HPP — Details of the Dnipro HPP Tender

Details of the tender mentioned by "Our Money" are available on the Prozorro portal. On the page, there is no budget — it will only be published after the lifting of martial law. The justification states that a protective structure will be built for HPP-2 at the Dnipro HPP. The tender procedure is classified as "procurement without the use of open bidding and/or electronic catalog." On the Clarity-project portal, one can see the previous experience of LLC "SC 'Adamant'": throughout its participation in tenders, it has concluded contracts totaling 6 billion UAH.
