According to him, the Commission for Regulation of Gambling and Lotteries (KRAIL) is being dissolved. In its place, a new authorized body and a large ministry will be established by April 1, 2025, which will formulate policies in the fields of large business and lotteries.
Additionally, a mechanism will be implemented to restrict access to illegal gambling websites/mobile applications.
Advertising of gambling is also prohibited, specifically: on TV and radio during nighttime, in media aimed at individuals over 21 years of age, on platforms and search engines targeting audiences over 21 years old.
The following is also prohibited:
- offering or providing reimbursements for participation in gambling;
- making phone calls or sending messages to an unspecified group of people;
- offering free bonuses instead of placing a bet.
Moreover, sponsorship is prohibited, except for sponsorship in sports.
Lotteries fall under the restrictions of gambling business: requirements regarding the reputation of officials, tax debts, relations with the aggressor state, and the use of banking transactions.
Clarifications are made regarding the impossibility of obtaining a license for individuals connected with the aggressor state. The use of their brands is also prohibited.
"Test purchases" will be implemented during inspections with video documentation.

On the morning of December 18, employees of the State Bureau of Investigations and the Office of the Attorney General detained the head of the Commission for Regulation of Gambling and Lotteries, Ivan Rudoy, who is suspected of assisting representatives of the aggressor state.
