The government is shutting down the "Shlyakh" program for drivers transporting humanitarian cargo abroad. This was reported by the Ministry of Community Development and Territories on February 28.
Instead of "Shlyakh," a new mechanism will be implemented that allows conscripted individuals to travel abroad under specific circumstances. It is to be developed by the Ministry of Social Policy in collaboration with the Ministry of Defense.
"As a result of the Cabinet of Ministers of Ukraine meeting on February 25, amendments to Resolution No. 57 concerning the departure of drivers transporting humanitarian and medical cargo were approved. According to these amendments, the departure of such drivers will be possible on general grounds, rather than through registration in the 'Shlyakh' system," the Ministry of Community Development and Territories stated.
Now, drivers heading for medical and humanitarian cargo must have other grounds for crossing the border, and the Ministry of Community Development and Territories along with regional military administrations will no longer register drivers in the "Shlyakh" system.
This system was used to expedite the delivery of humanitarian aid to Ukraine by providing information about the driver and the vehicle to border guards. However, many individuals did not return after leaving the country.
In particular, the State Border Guard Service recently announced that Ukrainian male citizens aged 18 to 60 who are transporting medical cargo and humanitarian aid will also be allowed to cross the border on general grounds.
